New pipeline repositories

• nf-core/abotyper (in development) — A pipeline for characterising the Human Blood Group and Red Cell Antigens using Oxford Nanopore third-generation sequencing data.
• nf-core/stableexpression (in development) — This pipeline is designed to identify the most stable genes in one or more expression datasets (RNA-seq / Microarray). The ideal use case is for determining the most suitable RT-qPCR reference genes for a given species.
